Sec. 54-44. Duties of permittee.
A group demonstration, parade, or picket line permittee under this article shall comply with all permit directions and conditions and with applicable laws and ordinances. (Ord. No. 90-42, § 9, 7-23-90; Ord. No. 2023-6-0, 3-14-23)
Sec. 54-45. Duty of chairperson.
The chairperson or other person leading the group demonstration, parade, or picket line shall carry the Town permit upon their person during the conduct of the parade. The chairperson shall be physically present at the group demonstration, parade, or picket line and shall be responsible for compliance with all provisions of the permit. (Ord. Sec. 54-46. Conduct during parade.
(1) Interference. No person shall unreasonably hamper, obstruct, impede or interfere with any parade or parade assembly or with any person, vehicle or animal participating or used in the parade.
(2) Driving through parades. No driver of any vehicle shall drive between the vehicles or persons comprising a parade when such vehicles or persons are in motion and are conspicuously designated as a parade.
(3) Parking along parade route. The police chief shall have the authority, when reasonably necessary, to prohibit or restrict the parking of vehicles along a street or highway or part thereof constituting a part of the route of a parade. The police chief shall cause signs to be posted to this effect, and it shall be unlawful for any person to park or leave unattended any vehicle in violation thereof. (4) Dangerous weapons. No dangerous weapon of any kind may be possessed either exposed or concealed by any participant in the parade, or any person affiliated with and present at the parade, or any person upon any street, sidewalk or other public place within 500 feet of the parade. (5) Hand carried signs. No sign or poster carried by hand in the parade shall be of greater density than eight-ply cardboard. No support for such sign or poster shall be of a metallic substance or thicker than one by three-fourths inches.
(6) Parade route. Every parade shall follow the route designated and approved by the police chief and described on the parade permit.
(7) Exceptions. This section shall not apply to the following persons while acting lawfully and within the scope of their duties and authority:
(a)
Law enforcement officers.
(b)
Officers and soldiers of the armed forces, militia and National Guard.
