(8) No person shall operate any authorized vehicle under this ordinance that is not in such mechanical condition so as to be operated safely.
(9) No person operating an authorized vehicle under this ordinance shall carry any package, bundle, or article which prevents the use of one hand in the control and operation of the vehicle. A person operating an authorized vehicle under this ordinance shall keep at least one hand on the controls at all times. (10) Every authorized vehicle under this ordinance shall be equipped with a lighted lamp in front visible up to three hundred feet and taillight or rear reflector visible up to two hundred feet when used at any time from dusk to dawn. (11) Every person operating or riding as a passenger of an authorized vehicle under
