Key Considerations ⊲ Update the standards and boundaries of the airport overlay districts based on new flight patterns, sound contours, and changes in flight technology. This update should also account for preferred uses for this area identified in the Land Use Plan such as multi-family residential and schools, aiming to balance the impacts of airport operations with long-term devel- opment and community facility needs of Morrisville. ⊲ Update the standards of the airport overlay districts to identify and address potential hazards and nuisances, including considerations for site design and best practices for construction near airports. ⊲ Consider the potential noise and safety issues regarding residential development within the airport overlays and update permitted uses within these areas to reflect desired development.
Adhering to FAA land use guidelines and recent airplane noise contour studies, the Land Use Plan recommends supplanting portions of the UDO’s AO-A District with the AO-B District, which allows uses such as multi-family residential and schools, so long as noise attenuation measures are imple- mented in their construction. However, due to the technical and statutory difficulty in requiring noise attenuation measures for single-family residential, the Plan does not recommend allowing those uses in the newly extended AO-B overlay district. Alterations to the boundaries or list of permitted uses, while supported by the Land Use Plan , should not be completed without due consideration. The Town should continue to cooperate with the airport to identify and mitigate potential hazards and nuisances. This should include considerations for site design and the incorporation of best prac- tices for construction near airports, such as sound dampening materials and window treatments. The Town should also work to update both overlay districts based on new flight patterns, sound contours, and changes in flight technology. Ultimately, the airport overlay districts should ensure safe airport operations without prohibiting long-term development in Morrisville.

The majority of Morrisville northeast of NC54 is located within the AO-A Airport Overlay District for RDU Airport, as defined within the UDO. Intended to promote devel- opment that is compatible with air traffic and related services, the voluntarily self-imposed AO-A and AO-B airport overlays have stricter design regulations and prohibit certain uses, including all residential development in the AO-A district. Given the amount of develop- able land located within the overlay districts, they will continue to impact how properties can be utilized and the Town’s overall pattern of growth.
