The Land Use Plan seeks to examine the entirety of Morrisville, offering commu- nity-wide policy recommendations that concern every area of town. In addition, the Land Use Plan also focuses on three specific subareas of Morrisville: ⊲ Town Center – including the properties roughly bounded by Town Hall Drive, Jere- miah Street, the North Carolina Railroad, and Morrisville-Carpenter Road. ⊲ McCrimmon Extension – including prop- erties roughly adjacent to the McCrimmon Parkway extension, the majority of which are currently undeveloped. ⊲ TOD East – including properties south of Wake Technical Community College’s RTP Campus, roughly bounded by NC54, the college’s campus, office uses along Perim - eter Park Drive, and McCrimmon Parkway. These three locations were originally iden- tified in the 2009 Land Use Plan and are considered areas of opportunity for develop- ment and redevelopment.
Based on previously adopted plans, market analysis, stakeholder coordination, and community input, a conceptual buildout was drafted for each subarea to better illustrate the recommendations of the Land Use Plan . Each concept starts with a generalized land use program overlaid on current parcel data. These programs are further refined into detailed buildouts in plan-view. Accompa- nying these are detailed development tables that translate the imagery into actual square footages and dwelling unit counts. A fiscal impact model was developed to then take these detailed development breakdowns and demonstrate their potential finan - cial impact on the Town if built all at once. However, since these subareas are likely to be phased over many years, the use of the model here is purely for demonstration purposes. Town staff are encouraged to use the model incrementally as pieces of the subareas come to fruition. Changes in land values, budget priorities, tax rates, etc. are all important variables that can easily be adjusted in the model over time. However, development should not be judged solely on fiscal impacts alone as there are many facets to determining what is beneficial to the community. Finally, these plan-view buildouts are digitally rendered to provide more realistic illustra- tions of each concept. The level of detail in these concepts is intended to illustrate devel- opment potential with the understanding that site design and building details will depend on development proposals over time.
