Implementation
Action Plan The Action Plan establishes next steps for the Town to begin to implement the Morrisville Land Use Plan and continue the momentum created by the planning process. These strat- egies are intended to ensure the Land Use Plan is integrated into day-to-day planning and policy decisions for the Town. Further, they assist with the implementation of core recommendations and projects over the life of the Plan.
Use the Plan Daily The Land Use Plan should be used daily as the official policy guide for planning decisions made by Town staff, Town Council, the Plan- ning and Zoning Board, and other boards and commissions. It should be used as a primary resource to assist with policy formation, prospective projects, development proposals, and planning initiatives, ensuring that future decisions are in line with the Town’s set goals for land use and development. Further, service providers and partner organiza- tions should be encouraged to use the Land Use Plan when considering new develop- ment, facilities, infrastructure updates, and programming within their parameters. The Plan should be used to: ⊲ Evaluate and shape policies and regulations ⊲ Work with partner agencies and service providers ⊲ Reviewand evaluate development proposals ⊲ Prioritize public expenditures ⊲ Encourage private sector investment ⊲ Coordinate new facilities, infrastructure, and programming
Integrate with Capital Investment Programs Long-term infrastructure needs should be mapped out, funded, and aligned with the Land Use Plan . The Town of Morrisville’s Capital Investment Program (CIP) is included within the annual budget and summarizes all major capital expenditures over the next five years. The plan provides structure for the Town to plan future projects and includes a description of each approved project, along with detailed financial requirements and financing sources. The Land Use Plan should be used as a resource to identify new projects and prior- ities during the Town’s annual budgeting process and updates to the CIP. These are typically used to schedule the implementa- tion of projects related to the Land Use Plan . Coordinating these with the Land Use Plan will assist with implementation and ensure the CIP is consistent with the Town’s vision and goals.
The Morrisville Land Use Plan is a foundation for future decision-making related to land use, development, and community improve- ment. It is intended to direct action within Morrisville that promotes the community’s established vision. Implementation will be critical to this effort, ensuring that the poli- cies and recommendations of the Land Use Plan foster positive momentum and continue to elevate Morrisville as a desirable and exciting community. This process will require the cooperation of a diverse range of organizations and stake- holders, including Town staff, elected and appointed officials, public agencies, the local business community, property owners, devel- opers, and residents. Working cooperatively, these groups will be essential in realizing the Town’s vision for its future.
To promote regular utilization of the Plan, the Town should: ⊲ Post the Land Use Plan document on the Town’s website and make it available to residents. ⊲ Educate the public about how the Plan is connected to development projects and other proposals occurring within Morrisville. ⊲ Provide guidance to the Town Council and other boards and commissions in the administration, interpretation, and contin- uous application of the Plan. ⊲ Meet with key department heads and offi - cials to explain the purpose, importance, and benefits of the Plan. ⊲ Provide an “orientation” for new staff, offi - cials, and board members which highlights key takeaways and major goals of the Land Use Plan that are essential to local policy and initiatives. ⊲ Maintain a list of possible amendments, issues, or needs that may be the subject of change, addition, or deletion from the Plan.
