Implementation Action Matrix
Key Action Key actions include capital projects, policy or regulatory amendments, and strategies that should be prioritized to lay the founda- tion for long-term Plan implementation. For example, a key action may include regulatory amendments that remove barriers to desired development or coordination among stake- holders to procure funding for recommended improvements in the Town Center. Time Horizon Time estimates indicate, in years, how long it would take to complete a specific action. These utilize the following time periods: ⊲ Short-term: less than two years. ⊲ Mid-term: two to five years. ⊲ Long-term: more than five years.
Partners Morrisville will require the assistance of local and regional governments, organizations, and community groups to fully implement the Land Use Plan . While the Town of Morrisville is generally responsible for initiating and implementing most of the Plan’s policies and recommendations, there are many part- nership opportunities that will be required to achieve the goals and supporting strate- gies within the Land Use Plan . The partners section of the Action Matrix identifies poten - tial partner organizations; however, there may be instances where an organization that is well-matched to one of the Plan goals, supporting policies, or recommendations is not listed as a potential partner for a given topic, and should be added. As with the rest of the Morrisville Land Use Plan , the Action Matrix is a flexible document that should be regularly updated and revised to reflect the evolving needs and opportunities within the Morrisville community.
Implementation Action Committee
As a first step toward implementation, the Town may want to consider forming an Imple- mentation Action Committee. This group could perform an advisory role, charged with ensuring the Land Use Plan is implemented and continues to reflect the Town’s vision for land use and development. The Committee could meet at specific times throughout the year to review the Plan, discuss completed projects, and identify opportunities for additional implementation. The findings of these meetings could then be turned over to appropriate staff to direct implementation. This might include prioritizing actions that are reflective of both the Plan’s goals and objectives, as well as identifying conditions that may have changed since the Plan’s development. In this way, the Committee will guarantee that action items are responsive to Town finances, economic development, and implementation progress. The Committee could comprise a mix of community volun- teers and key Town staff. The Committee could also be charged with overseeing imple- mentation of the Connect Morrisville Stra- tegic Plan, the Parks and Recreation Master Plan, and the Comprehensive Transportation Plan, as deemed appropriate.
The Implementation Action Matrix presents a complete list of all actionable recommen- dations made within the Morrisville Land Use Plan . The table includes key actions, time horizons, and partners associated with each action. The Implementation Action Matrix is meant to help organize proposed recommen- dations for implementation and evaluate the Town’s progress based on completed actions.
