Article 5: Development Standards Section 5.11. Utilities and Services 5.11.1. General

C. Special Facilities for Bicycle Commuters The Planning Director may authorize up to a five percent reduction in the minimum number of off-street parking spaces required by Section 5.10.3.A, Minimum Number of Off-Street Vehicle and Bicycle Parking Spaces, for developments that provides both of the following: Enclosed (indoor or locker) and secure bicycle parking spaces equal to at least five percent of the number of vehicle parking spaces provided; and D. Other Eligible Alternatives The Planning Director may authorize up a ten percent reduction in the minimum number of off-street parking spaces required by Section 5.10.3.A, Minimum Number of Off-Street Vehicle and Bicycle Parking Spaces, in exchange for any other strategy that an applicant demonstrates will effectively reduce parking demand on the site of the subject development, provided the applicant also demonstrates that the proposed development plan will do at least as good a job in protecting surrounding neighborhoods, maintaining traffic-circulation patterns, and promoting quality urban design as would strict compliance with the otherwise applicable off-street parking standards. Shower and dressing areas for employees. A. Compliance with Provider Standards All utility lines and facilities—such as, but not limited to, those providing sewage disposal, drinking water, nonpotable reclaimed water, electric power, natural gas, telecommunication, or cable television service—shall be located, designed, and constructed or installed in accordance with the standards of the utility entity providing the utility service as well as all Town Ordinances, Policies and Manuals and the requirements set forth herein below. B. Installation Generally All utility lines and facilities shall be installed in such a manner and at such a time as to minimize interference with other utility lines and facilities, disruption of roadways or other infrastructure improvements, and disruption of vehicular or pedestrian traffic, and to facilitate maintenance of the utility lines and facilities without undue damage to infrastructure improvements. Underground Installation Required a. Generally In all new development, electric distribution feeder lines and all other utility lines located on the development site and/or along the public right-of-way abutting the site shall be installed underground unless the Town Engineer waives this requirement in response to demonstration that undergrounding the line is not feasible due to non-compliance with a utility company’s conversion policy or will be detrimental to the overall safety and/or reliability of the circuit or utility system or street right-of-way. b. Easements (1) Any easements required to accommodate the immediate or future conversion of existing overhead utility lines shall be provided prior to the issuance of the first building permit. (2) The location and width of any required easements shall be determined by the utility companies with existing equipment on the site and in the right-of-way abutting the site SECTION 5.11.
