A PPLICATION A CCEPTANCE (A CCEPTED FOR R EVIEW ) The formal acceptance of a development application for review following determination that the application, as submitted, complies with all applicable submittal requirements, in accordance with Section 2.4.3. A PPRAISED V ALUE The monetary value estimated for a parcel of land, portion of land, improvement on land, or other commodity by a person who is registered, licensed, or certified as a real estate appraiser by the North Carolina Appraisal Board. A PPROVED ACCOUNTING TOOL The accounting tool for nutrient loading approved by the North Carolina Environmental Management Commission for the relevant geography and development type under review. A RBOR An open wood-framed roof, supported by regularly spaced posts or columns, and often covered with lattice and climbing plants such as vines or roses, that shades a walk, patio, or passageway. A RBORIST , ISA-C ERTIFIED A person trained and certified by the International Society of Arboriculture as an ISA Certified Arborist. A RCADE A series of arches supported by columns, piers, or pillars, either freestanding or attached to a wall to form a gallery. A RCHITECTURAL A CCENT - A BOVE THE R OOFLINE A feature such as dormer, cupola, or steeple, located above the roofline, excluding signs and parapet walls. A RCHITECTURAL A CCENT - B ELOW THE R OOFLINE A f eature such as an arch or other element attached to exterior walls of the building that are usually a different color or decorative material from that of the adjacent wall surface, and serve no structural purpose. A RCHITECTURAL F EATURE A part, portion, or projection of a building or structure that contributes to its character or style, exclusive of signs, that is not necessary for the structural integrity of the building or to make said building habitable. A RCHITECTURAL L IGHTING Exterior lighting that is designed to highlight structures, plantings, or significant architectural features in a direct or indirect fashion. A RT A fountain, sculpture, or similar object that is sited within a development as a focal point and is intended for the enjoyment of the general public. It can be located on both private and public property.
