E XISTING M ANUFACTURED H OME P ARK OR M ANUFACTURED H OME S UBDIVISION For purposes of floodplain management, a manufactured home park or subdivision for which the construction of facilities for servicing the lots on which the manufactured homes are to be affixed (including at a minimum, the installation of utilities, either final site grading or the pouring of concrete pads, and the construction of streets) was completed before the original effective date of the floodplain management regulations adopted by the community. E XISTING T REE C ANOPY Tree canopy that existed for at least two years prior to development as evidenced by the aerial photography and/or satellite imagery on file with or approved by the Town of Morrisville Planning Department. E XPANSION An increase in the floor area of an existing structure or building, or the increase of area of a use. E XTERIOR I NSULATION AND F INISH S YSTEM (EIFS) Multi-layered system of Styrofoam panels typically adhered to wood or gypsum sheathing and finished with a waterproof resin. E XTRACTION OF E ARTH P RODUCTS A use involving on-site extraction of surface or subsurface mineral products or natural resources. Typical uses are quarries, borrow pits, sand and gravel operations, mining, and soil mining. Specifically excluded from this use is grading and removal of dirt associated with an approved Site Plan or subdivision or excavations associated with, and for the improvement of, a bona fide farm. E XTRATERRITORIAL J URISDICTION (ETJ) That part of the planning jurisdiction of the Town located outside the Town’s corporate boundaries, established and amended from time to time in accordance with N.C.G.S. 160A-360. F ACADE The entire exterior wall of a building facing a lot line measured from the grade to the eave or highest point of a flat or mansard roof. Facades may be on the front, side, or rear elevation of the building. F ACADE W ALL The vertical surface or surfaces within 15 degrees of vertical on the building’s exterior including parapet walls. Windows, doors, and cornices are excluded. F AMILY One or more persons occupying a single dwelling unit and living together as a single housekeeping unit, provided that the unit is made up of any number of persons related by blood, marriage, adoption, or foster care arrangement, plus up to three additional unrelated persons. F AMILY C ARE H OME A home with support and supervisory personnel that provides room and board, personal care and habilitation services in a family environment for not more than six resident persons with disabilities. Persons with disabilities means a person with a temporary or permanent physical, emotional, or mental disability including but not limited to mental retardation, cerebral palsy, epilepsy, autism, hearing and sight impairments, emotional disturbances and orthopedic impairments but not including mentally ill persons who are dangerous to others as defined in N.C.G.S. 122C-3(11)b.
