T ELECOMMUNICATION , W IRELESS T ELECOMMUNICATION F ACILITIES M ASTER P LAN (“P LAN ”) A plan developed for the Town of Morrisville to balance the goals of providing good cell phone service with minimizing impacts from telecommunication facilities on neighborhoods and the community. This plan works to achieve this balance by planning for well ‐ sited, well ‐ designed, and inconspicuous telecommunication facilities that fit within the community. This plan creates an illustrative planning tool to aid decision makers and staff in this work. The Master Plan includes the following: • An analysis of existing telecommunication facilities locations, approximate coverage areas, and an analysis of current network deployment patterns in the Morrisville area to identify areas with less than desirable coverage; • An engineering analysis of potential coverage areas in Morrisville based on the existing antenna locations, assumptions regarding height, along with other network and planning design criteria; • An analysis of reasonably projected telecommunication facilities growth in Morrisville over the next 10 years, and recommendations for managing the development of infrastructure with an emphasis on minimizing the total number of telecommunication facilities; • Identification of town-owned property as potential sites for future telecommunication facilities. T ELEVISION , R ADIO , OR W IRELESS C ABLE A NTENNA An omnidirectional antenna tuned to receive the broadcast frequencies assigned to television or commercial radio, or wireless microwave transmitters. This use does not include amateur ham radio antennas or satellite dishes. T EMPORARY C ONSTRUCTION -R ELATED S TRUCTURE OR F ACILITY A structure or facility temporarily placed on or adjoining the site of new construction and used during the construction process for construction-related purposes—including construction trailers (manufactured structures used as an office for construction management and site security), storage buildings, construction waste and recycling receptacles, temporary sanitation facilities, outdoor storage, and employee parking areas—and located on or adjacent to the construction site. T EMPORARY F AMILY H EALTH C ARE S TRUCTURE A transportable residential structure that is primarily assembled at a location other than its site of installation and provides an environment facilitating a caregiver's provision of care for a mentally or physically impaired person. T EMPORARY P ORTABLE S TORAGE U NIT A transportable unit designed and used primarily for temporary storage of building materials, household goods, personal items, and other materials for use on a limited basis. T EMPORARY R OAD A road constructed temporarily for equipment access to build or replace hydraulic conveyance structures such as bridges, culverts, pipes, or water dependent structures, or to maintain public traffic during construction. T EMPORARY O FFICE S TRUCTURE A building which may be used to house an office use for a limited period of time.
