b. All Other Application Types At least two business days before a scheduled pre-application conference for any other development application, the applicant shall submit to the Planning Director or Town Engineer, as appropriate, a conceptual plan or drawings showing the location, general layout, and main elements of the proposed development. Conference Determinations Town staff attending the pre-application conference shall identify concerns, problems, or other factors the applicant should consider about the application and the scope, features, and potential impacts of the proposed development as they relate to compliance with this Ordinance — including the need for other approvals and the opportunity or need for approval of deviations from Ordinance standards through a Variance, Administrative Adjustment, or Alternative Equivalent Compliance or alternatives standards to requirements in the Engineering Design and Construction Manual. 1. The pre-application conference is intended as a means of facilitating the review process. Discussions held in accordance with this section are not binding on the Town or the applicant. Processing times for review of development applications do not begin until a formal application is submitted and accepted for review. 2. A mandatory pre-application conference, as required in Table 2.3, Summary of Development Review Procedures, is valid for a period of six months. No application requiring a mandatory pre application conference can be submitted after this six month deadline. A new pre-application conference is required. 1. Unless expressly stated otherwise in this Ordinance, development applications reviewed under this Ordinance shall be submitted by: a. The owner, contract purchaser, or any other person having a recognized property interest in the land on which development is proposed; or b. A person authorized to submit the application on behalf of the owner, contract purchaser, or other person having a recognized property interest in the land, as evidenced by a letter or document signed by the owner, contract purchaser, or other person. 2. If there are multiple owners, contract purchasers, or other persons authorized to submit the application, all such persons shall sign the application or a letter or document consenting to the application. B. Application Content The Planning Director or Town Engineer, as appropriate, is authorized to establish the requirements for the content and form for each type of specific development application reviewed under this Ordinance, and may amend and update these requirements as necessary to ensure effective and efficient review. These requirements shall be placed in the Administrative Manual. The applicant bears the burden of ensuring that an application contains sufficient information to demonstrate compliance with all applicable standards. 4. (Ord. No. 2014-022, 06/24/2014) D.
