e. The owner and operator of the lot containing a portable storage unit shall ensure that the unit is in good condition, free from evidence of deterioration, weathering, discoloration, rust, ripping, tearing, or other holes or breaks. The unit shall be kept locked when not being loaded or unloaded. f. The owner and operator of the lot containing a portable storage unit shall ensure that no hazardous substances are stored within the unit.
