Article 5: Development Standards Section 5.9. Building Configuration andDesign 5.9.1. Purposeand Intent
c. Easements allowing cross-access to and from properties served by a pedestrian cross-access, along with agreements defining maintenance responsibilities of property owners, shall be recorded with the Register of Deeds for the county in which the properties are located before issuance of a Building Permit for the development. D. Walkway Design Standards 1. Main Street (MS) District All sidewalks shall be designed and constructed of concrete with brick bands. Greenways (unless a boardwalk is warranted) shall be designed and constructed of a hard surface that is in accordance with standards in the Engineering Design and Construction Manual and this Ordinance. Alternate greenway materials may be permitted with Planning Director and Town Engineer approval if warranted by unique environmental or topographic conditions. 2. All Other Districts All sidewalks shall be constructed of concrete. Greenways (unless a boardwalk is warranted for a greenway) shall be designedandconstructedof ahard surface that is in accordance with standards in the Engineering Design and Construction Manual and this Ordinance. Alternate greenway materials may be permitted with Planning Director and Town Engineer approval if warranted by unique environmental or topographic conditions. These design standards are intended to protect and preserve the quality and character of the Town. More specifically, the intent of this section is to: 1. Encourage distinctive, well-designed, high quality developments as a strategy for investing in the Town’s future; 2. Provide a range of housing options to Town residents; 3. Ensure variability in neighborhood streetscapes; 4. Provide incentives to single-family detached, attached, andduplex development that complies with voluntary design guidelines in this Ordinance; and 5. Protect and enhance property values. A. New Development
Except as otherwise provided in this section, all new development shall comply with the standards in this section. B. Existing Development

Change in Use
If an existing principal structure is expanded, enlarged, or modified any change shall be subject to the standards in this section. 2. Expansion If an existing principal structure is expanded or enlarged, any expansion shall be subject to the standards in this section.
