2.5.8.
A. Applicability
Construction Plan Approval
The procedure and standards in this subsection apply to the review of applications for Construction Plan Approval, which shall be required before issuance of a Building Permit or Certificate of Compliance/Occupancy for any development involving grading, construction of infrastructure and utility improvements, or other land disturbance. Construction Plan Approval shall also be required before submittal of an application for Final Plat Approval that includes infrastructure or utility improvements unless construction and acceptance of the improvements is ensured by performance and maintenance guarantees. An application for Construction Plan Approval shall be submitted and reviewed concurrently with an application for Stormwater Management Development Approval. It may be submitted and reviewed concurrently with an application for Major Site Plan Approval, Minor Site Plan Approval, Type 1 Subdivision Preliminary Plat Approval, Type 2 Subdivision Preliminary Plat Approval, Floodplain Development Permit, Administrative Adjustment, or Alternative Equivalent Compliance.

Figure 2.5.8.B and the following subsections identify those steps in the standard review procedure (see Section 2.4) applicable to the review of a Construction Plan Approval application and note any specific variations of, or additions to, those review steps. Pre-Application Conference The applicant shall hold a pre-application conference with Town staff in accordance with Section 2.4.2. Application Submittal and Acceptance The application shall be submitted and accepted, and may be withdrawn, in accordance with Section 2.4.3. Staff Review and Decision The Town Engineer shall review the application, allow revisions of the application, and decide the application in accordance with Section 2.4.4. The decision shall be one of the following: a. Approve the application as submitted; b. Approve the application subject to conditions; c. Issue a Letter of Conditional Construction Plan Approval; or d. Deny the application. Post-Decision Actions The post-decision actions and limitations in Section 2.4.8 shall apply to the application except as follows: Town Council Review and Decision Figure 2.5.8.B
