b. Parking Deck or Lot (as a principal use) (1) When a parking deck is the closest structure to an adjoining property in a residential zoning district, a continuous opaque wall or fence at least six feet high shall be provided along the property line(s) between the parking deck and the adjoining property, and extending for at least 50 feet beyond the edge of the parking deck or to the property line. (See Figure 4.2.5.D.3.a: Parking Deck Screening.)

(2) Residential uses, retail sales and service uses, and office uses may be located on the ground floor of a parking deck. No other business shall be conducted in the parking deck or lot, including, but not limited to, repair, servicing, washing, display, or storage of vehicles or other goods. (3) To provide visual interest and create pedestrian activity at the street level, parking decks within the Transit-Oriented Development (TOD) District shall contain retail sales and service uses and office uses along a minimum of 50 percent of their ground-floor frontage along streets other than alleys. The Planning Director may approve alternative requirements if the site lacks sufficient depth to accommodate both a parking deck and usable retail and office space at the ground-floor level.

c. Solar Energy Collection System (as a principal use)

(1) The maximum lot coverage of the system and any associated equipment shall not exceed 65 percent.

(2) Adequate access for maintenance of the system shall be provided.

(3) The system shall not exceed a height of 20 feet.

(4) The property owner shall be responsible for negotiating with other property owners in the vicinity to establish any solar easement designed to protect solar access for the solar energy collection system, and for recording any such solar easement with the Register of Deeds for the county in which the easement is located.
