Theoretical coverage from existing antenna locations The next step in the evaluation process is to examine the coverage from all known existing antenna locations to determine if any area of the Town has unsatisfactory or no service at all. CityScape theorizes how existing antenna locations might be used by the wireless industry. For example, CityScape asks the following questions. First, “Would network coverage gaps be visible if a single Cellular (800 MHz) and PCS (1900 MHz) provider utilized all identified antenna locations?” And second, “Does the Town have adequate existing infrastructure suitable for providers to meet complete network coverage objectives?” (In actuality, this is not possible because not all existing support structures will have sufficient support capacity for all providers.) Figures 12 and 13 demonstrate the theoretical coverage for a single 800 and 1900 MHz service provider, respectively, with antenna mounted at the top mounting position of all known support structures used for 800 MHz and/or 1900 MHz antenna within the Town’s jurisdictional limits. The maps include terrain, environmental variables and signal strength variables. Figures 14 and 15 demonstrate the theoretical coverage for a single 800 and 1900 MHz service provider, respectively, with network, terrain, environmental and signal strength variables. The mapping exercises illustrate there is not adequate infrastructure to provider complete coverage throughout the Town. The areas most significantly impacted now and to be impacted with the existing wireless footprint in the future are the higher density residential areas.
