be required to be updated if one or more of the following thresholds are met. This requirement does not apply to any part of a development that has been vested.
The development is proposed to have
a. Changes in access, intensity, or type of development; or
b. The development is impacted by any major changes to the roadway system, such as but not limited to, road closures and new thoroughfares.
3.
General Requirements
a. Preparer Qualifications
The analysis shall be prepared by a Professional Engineer licensed by the State of North Carolina and having expertise in traffic engineering. b. Scoping Meeting Prior to submitting any analysis, the Professional Engineer preparing the analysis shall meet with the Planning Director to determine the following:
(1) Study area boundary;
(2) Timing and proposed method of traffic counts;
(3) Trip generation assumptions;
(4) Growth Rate for future year traffic estimation;
(5) Trip distribution;
(6) Pass-by traffic and/or internal capture;
(7) Nontraditional peak hour studies, if required;
(8) Analysis Period;
(9) Analysis Scenarios;
(10) Whether or not truck or heavy vehicle distributions need to be considered separately;
(11) Approved development applications within the study area;
(12) Funded capital improvement projects (Town, State, and federal) that will increase the capacity of the facilities in question;
(13) Site construction phasing;
(14) Signal warrant, queuing, or other supplemental analysis;
(15) The parameters of the Memorandum of Understanding (MOU); and
(16) Any questions, issues, or assumptions that must be taken into account or addressed.
Memorandum of Understanding The Town will prepare a Memorandum of Understanding (MOU) that outlines the agreements made during the scoping meeting. Once signed, the applicant shall return the signed MOU to the Town.

d. Transportation Impact Analysis Content and Standards
The analysis shall be completed pursuant to the MOU and Section 4.10 of the UDO Administrative Manual.
