D. Applications Subject to Staff Decision

Decision If a development application is subject to staff review and a final decision by the Planning Director or Town Engineer (see Table 2.3, Summary Table of Development Review Procedures), the Planning Director or Town Engineer, as appropriate, shall make one of the decisions authorized for the particular type of application, based on the review standards applicable to the application type, as set forth in Section 2.5, Application-Specific Review Procedures. The decision shall be in writing and shall clearly state reasons for a denial or for conditions of approval. Conditions of Approval Any conditions of approval shall be expressly set forth in the approval, shall be limited to conditions deemed necessary to ensure compliance with the requirements and particular standards of this Ordinance, and shall relate in both type and scope to the anticipated impacts of the proposed development.

A. Scheduling
1. If a development application is subject to further review by the Planning and Zoning Board or Town Council (see Table 2.3, Summary Table of Development Review Procedures), the Planning Director shall ensure that the application is scheduled for either a regularly scheduled meeting of the board or a meeting specially called for that purpose by the board. 2. If public notice of the Planning and Zoning Board or Town Council meeting is required (see subsection B below), the application shall be scheduled for a meeting that allows sufficient time for preparation of a staff report and provision of the required public notice.
B. Public Notice 1.
Notice Requirements
a. General Public notice of meetings by the Planning and Zoning Board or Town Council on a development application shall be provided in accordance with Table 2.4.5.B.1: Public Notice Requirements, which shows the meetings for which public notice is required (by application type and board), the type(s) of notice required, the timing requirements for notices, and other requirements.
