d. Remand the application back to the Planning Director or Planning and Zoning Board for further consideration. (This may require further public notices and additional review fees.) 6. Post-Decision Actions and Limitations The post-decision actions and limitations in Section 2.4.8 shall apply to the application except as follows: Approval of a Text Amendment authorizes the approved revisions to the text of this Ordinance. Such approval does not itself authorize specific development activity. b. Expiration of Approval A Text Amendment does not expire, but shall remain valid unless and until the revised text of this Ordinance is subsequently amended in accordance with this subsection’s Text Amendment procedure. C. Text Amendment Review Standards Amending the text of this Ordinance is a matter committed to the legislative discretion of the Town Council. In deciding the application, the Town Council shall consider and weigh the relevance of and consider whether and the extent to which the proposed amendment: 2. Conflicts with any other provisions of this Ordinance or the Code of Ordinances; 3. Is required by changed conditions; 4. Addresses a demonstrated community need; 5. Is consistent with the purpose and intent of the zoning districts in this Ordinance, or would improve compatibility among uses and would ensure efficient development within the town; 1. Is consistent with the Comprehensive Plan; 6. Would result in a logical and orderly development pattern; and 7. Would result in significantly adverse impacts on the natural environment — including, but not limited to, water, air, noise, stormwater management, wildlife, vegetation, wetlands, and the natural functioning of the environment. 1. The procedure and standards in this subsection apply to the review of any proposal to revise the Zoning Map to change the zoning district classification applicable to a particular parcel, portion of a parcel, or group of parcels. 2. An application for Conceptual Master Plan Approval may be submitted and reviewed concurrently with an application for Conditional Rezoning (see Section 2.5.4). In such a case, the Town Council shall decide the Conceptual Master Plan Approval application concurrently with its decision on the Conditional Rezoning application, and the approved Conceptual Master Plan Approval application — including any conditions of such approval agreed to by the applicant and subject to the post-decision actions and limitations in Section 2.5.4.C.7, shall constitute a condition of the Conditional Rezoning application and approval. a.
