F LOODPLAIN D EVELOPMENT P ERMIT A pre-development permit required to show conformance with the floodplain management provisions of this Ordinance. See Section 2.5.9. F LOODPLAIN M ANAGEMENT The operation of an overall program of corrective and preventive measures for reducing flood damage and preserving and enhancing, where possible, natural resources in the floodplain, including, but not limited to, emergency preparedness plans, flood control works, floodplain management regulations, and open space plans. F LOODPLAIN M ANAGEMENT R EGULATIONS The floodplain management regulations in this Ordinance and other building codes, health regulations, special purpose ordinances, and other applications of police power that control development in flood prone areas. This term describes federal, state, or local regulations, in any combination thereof, that provide standards for preventing and reducing flood loss and damage. F LOODPROOFING Any combination of structural and nonstructural additions, changes, or adjustments to structures that reduce or eliminate flood damage to real estate or improved real property, water and sanitation facilities, structures, and their contents. F LOODWAY The channel of a river or other watercourse and the adjacent land areas that must be reserved in order to discharge the base flood without cumulatively increasing the water surface elevation more than one foot. F LOOR A REA The sum of the gross horizontal areas of each floor of the principal building and any accessory buildings or structures, measured from the exterior walls or from the centerline of party walls. The term does not include any area used exclusively for the surface parking of motor vehicles (e.g., garage) or maintenance crawl space. F OOD T RUCK A licensed, motorized vehicle or mobile food unit that is designed and equipped to serve food and is temporarily located for the purpose of selling food items to the general public. This use includes ice cream trucks. F OOT -C ANDLE A unit of illuminance on a surface one foot from a uniform point source of light of one candle and equal to one lumen per square foot. (1 foot-candle = 10.7638 LUX) F ORESTER , R EGISTERED An individual registered by the State of North Carolina as qualified to practice forestry by reason of their special knowledge and training in natural sciences, mathematics, silviculture, forest protection, forest mensuration, forest management, forest economics, and forest utilization. F LOOR A REA R ATIO See Section 11.4.1.D, Floor Area Ratio.
