O UTDOOR S TORAGE The keeping, in an unroofed area, of any goods or materials, particularly goods and materials that have a large size, mass, or volume and are either not easily moved or carried or require a mechanical lifting devise (e.g., non-bagged mulch and lumber). This use does not include a junkyard or recycling facility, vehicle fleet storage, or the display and storage of vehicles as part of an automobile sales or rental use.
O UTFALL A point at which stormwater (1) enters surface water or (2) exits the property of a particular owner.
O WNER The legal or beneficial owner of land, including but not limited to a mortgagee or vendee in possession, receiver, executor, trustee, or long-term or commercial lessee, or any other person or entity holding proprietary rights in the property or having legal power of management and control of the property. “Owner” shall include long -term commercial tenants; management entities, such as those charged with or engaged in the management of properties for profit; and every person or entity having joint ownership of the property. A secured lender not in possession of the property does not constitute an owner, unless the secured lender is included within the meaning of “owner” under another description in this definition, such as a management entity. P ARK AND R IDE T ERMINAL An off-street parking facility designed or intended to provide peripheral collection and storage of motor vehicles to accommodate commuter traffic into or out of the community. Accessory structure may include passenger shelters. P ARKING D ECK OR G ARAGE A structure, or a portion of a structure, composed of one or more levels or floors used exclusively for the temporary storage of motor vehicles. A parking deck or garage may be totally below grade or partially or totally above grade, with levels either being open to the sides (deck) or enclosed (garage). A parking deck or garage may be a principal use of a lot or accessory to the principal use of the lot. P ARKING L OT An off-street, hard-surfaced, ground level area approved for the temporary storage of motor vehicles. A parking lot may be a principal use of a lot or accessory to the principal use of the lot. P ARKING S PACE , A CCESSIBLE A space designated for the parking or temporary storage of one motor vehicle in addition to the space necessary for the ingress and egress from the vehicle by a disabled person and any equipment needed for that purpose. P ASSIVE S OLAR The use of the sun's energy for the heating and cooling of living spaces, where the building itself or some element of it takes advantage of natural energy characteristics in materials and air created by exposure to the sun. Buildings designed to maximize passive solar exposure have most of their windows located on a south-facing wall. P ARAPET W ALL That portion of a facade wall that extends above the roofline.
