Sec. 54-39. — Application for Parade Permit.
A parade as defined in this chapter qualifies as a special event as defined in the Town Unified Development Ordinance. A person seeking the issuance of a parade permit shall file a special event permit application in accordance with the application procedures set forth for special events. The application shall be signed by the applicant and shall include the information required for the special event application. (Ord. Sec. 54-39.1 – Application for Group Demonstration or Picket Line Permit
A person seeking the issuance of a group demonstration or a picket line permit shall file a written permit application with the police chief of the Town not less than 72 hours in advance of such group demonstration or picket line. The chief or their designee is authorized to issue permits as required in the preceding section. Where good cause is shown, the chief or their designee shall have the authority to consider any application which is filed in less than the prescribed filing period. The application shall be signed by the applicant and notarized and shall include, but not be limited to, the following:
(1) The name, address, email address, and telephone number of the person seeking to conduct the group demonstration or picket line.
(2) If the group demonstration or picket line is proposed to be conducted for, on behalf of or by an organization, the name, address, email address, and telephone number of the headquarters of the organization and of the authorized and responsible head of such organization.
(3) The name, address, email address, and telephone number of the person who will be the group demonstration or picket line chairperson and who will be responsible for its conduct.
(4)
The date when the group demonstration or picket line is to be conducted.
(5) The proposed location for the group demonstration or picket line, to include the boundary limits of the group demonstration or picket line. If the use of private property is included and the applicant is not the property owner, they must include a letter of authorization from the property owner for the group demonstration or picket line on their property. (6) The approximate number of persons participating in the group demonstration or picket line and whether or not any minors under the age of 18 years shall participate. Animals other than authorized service animals are not allowed at a group demonstration or picket line.
(7) The hours when the group demonstration or picket line will start and terminate, to include time for assembly prior to the group demonstration or picket line.
