Article 11: Interpretation and Definitions Section 11.5. Terms and Uses Defined 11.4.2. Exceptions and Variations

B ROWNFIELD Abandoned, idled, or underused industrial and commercial facilities where expansion or redevelopment is complicated by real or perceived environmental contamination. B UILDING Any structure having a roof supported by columns or walls and intended for the shelter, housing, or enclosure of any person, process, equipment, or goods.

B UILDING C ODE The North Carolina State Building Code and any amendments thereto.

B UILDING F OOTPRINT The portion of a lot covered by a building or structure at the surface level, measured on a horizontal plane. B UILDING F RONTAGE The linear distance along the exterior building wall that faces a public right-of-way abutting the lot on which the building is located.

B UILDING H EIGHT See “Structure Height.”

B UILDING M ASS The three-dimensional bulk of a building.

B UILDING O FFICIAL The person authorized by the Town Manager to issue Building Permits for the construction, alteration, reconstruction, or demolition of all or part of any building in accordance with the Building Code. B UILDING P ERMIT An approval statement signed by the Building Official authorizing the construction, alteration, reconstruction, or demolition of all or part of any building as complying with the Building Code.

B UILDING S EPARATION The minimum distance between two principal structures.

B UILD - TO L INE The minimum and maximum allowable setback of a building from the abutting street.

B UILD - TO Z ONE The area within which the front of a building must be located in relation to the adjacent street.

B UILT -U PON A REA (BUA) That portion of a development project that is covered by impervious or partially impervious surface including, but not limited to, buildings; pavement and gravel areas such as roads, parking lots, and paths; and recreation facilities such as tennis courts. “Built-upon area” does not include a wooden slatted deck, the water area of a swimming pool, or pervious or partially pervious paving material to the extent that the paving material absorbs water or allows water to infiltrate through the paving material. The project site or area must exclude any land adjacent to the area disturbed by the project that has been counted as pervious by any other development regulated under a federal, State or local stormwater regulation.
