D EVELOPMENT A CTIVITY For purposes of floodplain management regulations, development that requires a Floodplain Development Permit. D EVELOPMENT A PPLICATION The completed form or forms and all accompanying documents, exhibits, and fees required by this Ordinance to be submitted as part of the review of a request for a development permit or approval. D EVELOPMENT P ERMIT OR A PPROVAL Any permit or approval for which there is a procedure in Section 2.5, Application-Specific Review Procedures

D EVELOPMENT S ITE The lot or parcel within which development exists or is proposed.

D ISPOSAL For purposes of floodplain management, and as defined in N.C.G.S. 130A-290(a)(6), the discharge, deposit, injection, dumping, spilling, leaking, or placing of any solid waste into or on any land or water so that the solid waste or any constituent part of the solid waste may enter the environment or be emitted into the air or discharged into any waters, including groundwater. D ITCH OR C ANAL A man-made channel other than a modified natural stream constructed for drainage purposes that is typically dug through inter-stream divide areas. A ditch or canal may have flows that are perennial, intermittent, or ephemeral, and may exhibit hydrological and biological characteristics similar to perennial or intermittent streams. D ORMITORY A structure specifically designed for a long-term stay by students of a college, university, sports academy, or nonprofit organization for the purpose of providing rooms for sleeping purposes. One common kitchen and some common gathering rooms for social purposes may also be provided.
