C ROSS A CCESS Vehicular access provided between the vehicular use areas of two or more adjacent development sites or parcels that is intended to allow travel between the sites without the use of a street. C ROSSWALK A public pedestrian right-of-way, which cuts across a block to facilitate pedestrian access to adjacent streets and properties. C UL - DE -S AC A short street designed to have one end permanently closed; the closed end terminated by a vehicular turnaround. C ULTURAL F ACILITY A public or private nonprofit facility that provides services to the public — including, but not limited to, museums, performing arts facilities, and libraries.
C UTOFF F IXTURE A fixture light distribution where no more than 2.5 percent of a lamp’s light intensity is emitted at or above a horizontal plane drawn through the bottom of the fixture and no more than ten percent of the lamp’s light intensity is emitted at or above an angle ten degrees below that cutoff horizontal plane, at all lateral angles around the fixture.
C YCLE L ENGTH The time required for a complete sequence of traffic signal indications.
D AY C ARE C ENTER A building or structure and associated outdoor area where care, protection and supervision are provided for a fee, on a regular schedule at least twice a week, to more than six children or aging adults at one time.
DBH (D IAMETER AT B REAST H EIGHT ) The diameter of a tree four and a half (4.5) feet above ground level.
D ECIDUOUS Plant material that seasonally drops (loses) its leaf material.
D ECK A roofless outdoor space built as an above ground platform, freestanding or attached, projecting from the wall of a structure and supported by posts or pillars.
